http, ftp).  If the url does not have the protocol included, it will be
appended. If no protocol is given, 'http' will be used.

Basic Usage:
  create_href:<url> <protocol>
    url - a string
    protocol - http, ftp, etc.

Example:
  <a petal:attr="href create_href:$url">HTTP Link</a>
