RT::Action::NotifyGroupAsComment - RT Action that sends notifications to groups and/or users as comment

This is subclass of RT::Action::NotifyGroup that send comments instead of replies. See rt-notify-group-admin and RT::Action::NotifyGroup docs for more info.
